Phoenix Engineering is a certified MBE / WBE / DBE civil engineering firm based in Baltimore County, MD. We specialize in engineering design, cost consulting, and field services for multi-faceted projects that require in-depth experience in all aspects of civil engineering. Phoenix Engineering Milestones

1989
Phoenix Engineering was founded by John Heinrichs and Herbert Plitt as an engineering firm focused on Transportation and Land Development. Prior to this, both John and Herbert had been working together at Century Engineering where Herbert was President and one of the founding partners.

1990
First major project was Dualization of Broken Land Parkway in Columbia, MD for the Rouse Company. This project drove the need to hire more employees. Rouse turned out to be a major Client for Phoenix and this led to many land development projects worked through Rouses' transition to General Growth Properties.

1993
Phoenix lands its first Government project; Bridge Replacement and Rehabilitation in Harford County, Maryland. A highway Resurfacing and Rehabilitation contract with Baltimore City soon followed.

1995
Teamed with STV, Inc., Phoenix begins to win projects as a prime consultant for the State Highway Administration [SHA] doing on-call bridge design and Construction Inspection in District 5.

1997
Phoenix-STV Joint Venture acquired new on-call construction inspection contract for District 1. This experience prepared Phoenix for the provision of inspection services for multiple State Highway Administration [SHA] districts.

2001
The firm grows to 23 employees. Phoenix undergoes a transition to a certified MBE / DBE company when Malini Gupta Glueck becomes majority owner/partner. The firm's new status created opportunities to partner with other engineering companies and access to working on new projects while fulfilling the DBE requirements.

2003
Phoenix purchases Sharf-Godfrey Inc.; a firm founded in 1920. This acquisition expanded Phoenix services to include construction cost estimation and claims analysis.

2004-2008
The firm develops a reputation as a dependable MBE/DBE partner and sub consultant to major engineering firms. Prime Consultants are now able to seek Phoenix Engineering's expertise and experience in engineering design, cost estimating, and field services [including inspection] from one source.

2009
An increase in multiple inspection contracts within the same district at the same time enables Phoenix engineering to grow to 98 employees with up to 60 inspectors on staff.

2011
Company headquarters moved from Baltimore City to Hunt Valley, MD. Newer office space provides larger floor plan and closer proximity to some of our larger clients. Phoenix still supports social programs in the communities it serves.

2014
Malini Gupta Glueck becomes sole owner of Phoenix Engineering, and acquires C.L. Warfield, a local WBE firm specializing in civil engineering.
